registering a new shard

HEllo i am trying to add my shard, and it keeps telling me that my host/ip or port number isnt correct, which they are. what am i doing wrong?

Is the server up and is it accepting connections?  There is a login check that happens to ensure it is a legit shard and not just some spammer.

Also what is the shard running on?  I think for non RunUO shards you may need a mod, but I could be mistaken.
