Trouble With Cooling Fans?

okay this is on this computer here.

its xp pro sp3 gigabyte mb. with amd althon ii 2x 240 cpu

the computer keeps sending me alerts that my cooling fan is not working.

i got this fan about a well last spring not even a year ago.
and as on its page where i bought it at, the life span is 50,000 hours.
and to confuse us even more i have checked the pchealth bios section
and the fan is running, keeping the temp to 30 C, +- 2 degrees and i checked the fan by taking off the side of the tower case to see it running.
i also have cool temp which is running in the system tray and it says 29 C +- 2...

so why is this giving me the cpu fan is not working alert on my xp screen?

so the cpu is not getting hot. its an amd it would toast if it did not have a fan.

my question is if it is not the fan what is causing this error. or is it an error?
could it be the power supply as its fan is not moving or not moving very much at all. :o

i'm just not sure what to buy, or if i need to buy anything at all. :(
